Indonesia’s factory activity at record low as COVID-19 paralyzes business

LHC to complete ophthalmology centre this year

first_img— plugs dialysis treatment into 2017 budgetChief Executive Officer (CEO) of the Linden Hospital Complex (LHC) in Linden, Region 10 (Upper Demerara-Berbice), Dr Farouk Riyasat, has made the call for dialysis treatment, improvement in laboratory services, as well as some level of infrastructural upgrade at the medical institution. He made the call while delivering the 2016-2017 projections of the LHC during a consultation last week. In his projections, Dr Riyasat outlined several plans and areas in which improvements were needed at the LHC, which also comprises the Upper Demerara Hospital at Wismar, Linden, and the Kwakwani Hospital, Upper Berbice River.In his presentation, the CEO established the need for dialysis and oncology treatment centres, noting that there is staff who specialise in the oncology area and who have undergone training at the Georgetown Public Hospital; however, he said there is no room available for patients to receive chemotherapy. Due to this, he said patients would have to travel to Georgetown, which results in additional costs.“Dialysis treatment, this is very vital. We have had a proposal that I have presented to our LHC Board for consideration and we are all in agreement that we need at least to start with two beds for our patients to have dialysis done. Many patients who are going to Georgetown spend a lot of money privately to have the dialysis done, in transportation costs… so we are pursuing this aggressively… this also will be going into the budget for 2017… It is for us now to make sure as early as possible an oncology treatment centre, where those patients who are seen and discharged be treated right here as we have the staff and professionals”, the CEO noted. This year, Dr Riyasat noted, will see the completion of an operating theatre at former LHC for ophthalmology surgery, as well as another eye care ward for post ophthalmology patients.He also revealed the limitations as it relates to laboratory services due to unavailability of equipment and training. The establishment of a psychiatric ward will also be plugged into the 2017 budget, the CEO stated.Other areasDr Riyasat also pointed to the need to acquire two more specialists at the Hospital Complex, with one being an emergency medicine specialist. He said a proposal was sent to US Embassy for the setting up of a library and computer laboratory in the LHC lecture room for staff to conduct research, workplace training, data storage and analysis.This year, the CEO said extending the emergency unit and rehabilitation department is being looked at, at the Upper Demerara Hospital, in addition to upgrades to the laboratory, since there is need for a wider spectrum of tests to be done with regards to diagnostics. He added that there are issues with water pressure, storage and availability at the Upper Demerara Hospital and the LHC will be seeking to obtain a 20,000-gallon water reservoir below or above the surface, so that water can be pumped from the Guyana Water Inc mainline to water tanks. The CEO said since the Upper Demerara Hospital is situated on a hill, the water pressure takes a longer time to store. This, he noted, was also placed in the 2017 budget. Dr Riyasat also stressed the need for a 24-hour ambulance service at the Upper Demerara Hospital. He said presently there is an unavailability of drivers and requests were sent to the Public Health Ministry to employ more drivers. He also noted that suitable accommodation is needed to accommodate technical staff, such as laboratory technicians. The CEO further stressed the need for integrated services to avoid numerous additional visits by patients.This year, he said the Linden Hospital Complex will also be looking at the instillation of switchboards, the construction of an incinerator, and to have a stretch of road asphalted from the gate to hospital entrance. EI fraud hits a new high for Liberals as feds chalk it

first_imgOTTAWA – The total amount of employment insurance fraud has hit a five-year high — a sign for federal officials that efforts to root out wrongful payments are working.Public accounts documents released this month list more than 104,000 incidents of fraudulent EI claims totalling almost $177 million in the 2017-18 fiscal year.It marks the fourth year that figures have increased in the wake of efforts by Employment and Social Development Canada to fine tune its fraud-sleuthing tools to improve its ability to find and deal with fraud.Officials expect to eventually collect $132.8 million of the wrongful payments identified in the fiscal year that ended in March, and plan to write off about $74,000.The amount of fraud is minuscule compared to the overall amount spent on benefits to unemployed workers, to new parents on leave, workers who need time off due to serious illness, or those who must stay off the job to care for an ailing family member.EI spending between April 2017 and March 2018 topped $19.7 billion, meaning the value of fraudulent claims was less than one per cent of total spending.“The government is committed to deliver these important benefits to Canadians when they need it most while protecting the integrity of the system from fraud and erroneous over payment,” an ESDC spokesman said in an statement.“The department has made investments to improve its efforts to identify fraud, including adjustments to its risk-based analytical models. These efforts have contributed to this increase.”Generally, the government finds it more difficult to recoup funds the later it detects fraud or overpayments.The government must collect the money within six years of identifying the wrongful payment, or officials write it off. The clock starts when an incident is flagged, but the deadline to collect can be extended if, for instance, the debtor goes to court.A review of the annual spending documents show EI write offs have been on a three year slide, hitting $43.6 million in fiscal year 2017-2018.Two years ago, ESDC rejigged the automated system that detects fraud in hopes of identifying more and larger cases of incorrect payments.The program considers some 100 variables to calculate the chance someone has received too much money, either by accident or through fraud.Similar efforts have hit other programs, including old age security benefits that cost $38.4 billion last fiscal year.Old age security fraud dropped between the 2017-18 fiscal year and the preceding 12-month period, going from 16 cases worth $1.2 million down to 10 incidents worth $494,490 — a six-year low for both figures.Likewise, Canada Pension Plan fraud has been on a downward trend, now into its fifth year.Officials found five cases, worth $92,010, but half is not expected to be recovered.— Follow @jpress on Twitter.last_img read more

9 injured after train collides with inspection car

Locals and railway staff rescued the injured and rushed them to a local hospital.According to passengers waiting at the station, a railway inspection car was working on the track. At the same time, Seoraphuli local train was to arrive availing the same track. The locomotive pilot of Seoraphuli local identified the inspection car at a close distance. As soon as he saw the inspection car, he applied brakes. But before it could come to a complete halt, the train hit the inspection car resulting in serious damage. Also, the staff in the inspection car sustained injuries due to the collision. Questions arose as to how could a train get clearance along the same track where an inspection car is already there. Lamenting that the country’s boundaries were “still not safe” and jawans were being killed, the SP chief held the BJP responsible for these. “The coming elections are for bringing change, establishing brotherhood, pulling down the wall of hatred,” he said. Asserting that the ruling BJP was afraid of the alliance, Yadav said not a single vote should go in waste and also attacked the Congress for fielding candidates against the alliance. “The policies of the Congress and the BJP are same… The Congress does not want to bring change but rather want to strengthen itself in Uttar Pradesh,” he alleged. Lauding the works done by the SP and BSP governments in the state in the areas of road, power, laptop distribution, pension, Yadav said, “Those making tall claims on the power sector must know that the BSP and SP governments had done more work compared to the five years of BJP at the Centre and two years in Uttar Pradesh.
