cover story in the Organiser An editorial condemns Pakistan’s attempts to rake up the “K” word to address domestic issues Referring to the movie Haider it alleges that using liberal forms of art to devalue the Indian position on Kashmir is not new “All intellectuals and artists of ‘secular brigade’ conveniently established ‘K’ word in the name of creativity and ‘human rights’…” The article alleges that “talking of rights and promoting separatism and neglecting the rights of J (Jammu) and L (Ladakh) have for long meant business for many factions” But the article warns that the dynamics of J&K have changed with a changing India after the 2014 Lok Sabha elections and “governance” has taken centrestage With the armed forces playing a key role in relief and rescue operations during the misuse and misinterpretation of Article 370 along with cross-border terrorism are the root cause of their miseries Therefore it is time the separatists as well as their tacit supporters understood that emotionally and financially ‘K’ is no longer a currency…” the editorial says TOO-SMART CITIES An article in the Organiser advises the BJP-led Central government which has resolved to create 100 “smart cities” to strike a balance between environment and privacy citing examples to claim that the concept of smart city violates citizens’ privacy The article written by Bharat Jhunjhunwala argues that smart cities would require the installation of sensors and cameras across the public space through which movements of individuals can be monitored “The record of bus or metro tickets bought petrol filled in the car mobile phone location and shopping done could all be put together and your complete travel programme would be known to the controllers Much of this information can be gathered an unexpected water crossing for the United States Heavy rain on this Caribbean island 7 miles off the coast of Venezuela left the center of Ato Boldon Stadium’s field soggy the flanks submerged and the encircling running track flooded While the team’s 10000 pounds of equipment included 200 boots 65 balls 60 rain jackets and 30 cases of Powerade a Bailey bridge was not in the inventory so many American players were carried onto the field in an attempt to keep their feet somewhat dry for the final training session before Tuesday’s match against Trinidad and Tobago “I saw the field and I just kind of giggled” star American midfielder Christian Pulisic said The Trinidad and Tobago Football Association said in a statement that water will be pumped off the track and “all parties are confident the game will be contested” It said the decision whether to use the field is up to the match commissioner Hector Canchola of Mexico Hoisted on a shoulder of trainer Luis Ramirez defender DeAndre Yedlin said he had not been carried onto a soccer field since he was 3 or 4 “I would love to see one of these hotshot teams from Europe come here and play in our CONCACAF qualifying and really get a taste of this and see what that’s about” US coach Bruce Arena said “This is like survival of the fittest They could do one of those TV shows on this” A temperature of about 80 is forecast Arena predicted a slow and sloppy game “If after inspecting the field tomorrow morning the field conditions are not playable then a decision will be made” US Soccer Federation President Sunil Gulati said “But at this point absolutely playable” The US would secure its eighth straight World Cup berth with a win and almost certainly with a tie because of the Americans’ superior goal difference A defeat would lead to elimination if Panama beats visiting Costa Rica and Honduras wins at home against Mexico in games that start simultaneously If the US loses and one of those fails to win the Americans would advance to a two-match playoff next month against Australia If both Central American rivals fail to win the US would qualify even with a defeat Losses in home qualifiers to Mexico in November and Costa Rica last month put the US in this precarious position The Americans had not entered their last qualifier uncertain of a berth since November 1989 when Paul Caligiuri’s 30th-minute goal gave them a 1-0 win at Trinidad and put the US in the World Cup for the first time since 1950 “If you want to play in a World Cup you deal with nights like tomorrow and you find a way to not only deal with them but to come out on top in more of them than you don’t” American captain Michael Bradley said Bradley said players will be aware of the other scores which will determine how much they need to press for goals or fall back “One million percent” Bradley said “How could it not” Twenty-eight years ago the US needed a win and T&T would have reached its first World Cup with a draw “It was also what was on the line for US Soccer We were broke” Caligiuri said “We’d be stripped from the World Cup and not host it in 1994 The majority of us would not have jobs We wouldn’t be playing professional soccer” That match was in Port-of-Spain’s National Stadium before an overflow crowd of 35000 This one is 24 miles south near the world’s largest methanol factory in a 16-year-old 10000-capacity venue named after a gold medal-winning Olympic sprinter Already eliminated Trinidad has lost six straight qualifiers Using a roster entirely of players under 30 the Soca Warriors changed eight starters Friday at Mexico and wasted a second-half lead in a 3-1 loss Pulisic limped off the field during Friday’s 4-0 rout of Panama after he was kicked in the back of the left calf by Michael Murillo He said the calf was improving but the waterlogged sward limited the US to jogging and some ball work behind the goal “Couldn’t do much at training” Pulisic said “I got to move around a little bit and yeah kind of see where I was at” Along with its statement the TTFA emailed a photo from the Snow Classico four years ago when the US beat Costa Rica during a storm in Commerce City Colorado “Hopefully” Arena said “it doesn’t snow tomorrow” NOTES: The referee is Juan Carlos Guerra of Guatemala who worked the Americans’ exhibition against New Zealand last October … A player carrying a yellow would be an economic opportunity as well as a strategic challenge — Prime Minister Narendra Modi may have to turn on its head the policy inheritance from the UPA government At first sight this would seem counter-intuitive A closer look suggests that Modi has no alternative It is indeed hard for any new government to change the basic parameters of a nation’s foreign policy And it is no secret that India’s China policy is bound by much inertia If India’s foreign policy evolves rather slowly its China policy moves at a glacial pace Modi however might not have the luxury of incrementalism For the China that Modi faces is not the one that India has known all these decades For long New Delhi has seen India as equal to China The dominant image was a symmetric one: two ancient Asian civilisations and large developing nations struggling to modernise against great domestic and international odds Modi however has to come to terms with one big change in the geopolitical equation between China and India China’s GDP is now four times larger than that of India China spends four times as much as India on its defence It is the world’s second largest economy and could soon overtake the United States to become number one Beijing is the world’s second biggest military power and towers over its Asian neighbours including India As the Indian economy expands its relative economic and political weight in the world will certainly continue to improve There is one catch though Even if India improves its economic performance and China stumbles in the coming years the massive gap between the two nations is likely to endure for a long time to come Meanwhile the consequences of China’s power are visible everywhere for India They express themselves for example in the form of new military pressures on the disputed border in the Himalayas China’s rise has also allowed India’s neighbours to play the Beijing card against Delhi or profess “non-alignment” between the two Asian giants Economic Logic Can Modi break out of the policy paradox he inherited from Manmohan Singh The UPA government resisted the imperative for economic cooperation with China by citing security considerations and fudged the security challenges by pretending there was political convergence with Beijing on a range of issues Singh had begun to see that China is now a leading source of capital technology and project management skills and must necessarily be part of India’s development strategy over the long term But Delhi’s security bureaucracy placed significant limits on Beijing’s participation in India’s economy — from the issual of visas to the deliberate exclusion of Chinese companies from specific sectors and geographic regions The foreign policy establishment denies India the possibilities for bilateral cooperation with China in trans-regional projects in the subcontinent While India worried about China’s rising economic profile in the subcontinent Delhi could neither offer an alternative to its neighbours nor work with China in promoting joint regional projects Modi will have to turn his China policy inheritance upside down by opening up for economic cooperation with Beijing while taking stronger measures to redress the growing power imbalance with the giant to the north Power imbalance There are two ways nations cope with power imbalance One is to mobilise all possible internal resources to reduce the gap with the superior neighbour The other is to enhance one’s comprehensive national power through alliances with others When it took charge in 2004 the UPA government seemed well on its way but faltered soon after India’s economy slowed down by the end of the decade limiting the possibilities for internal balancing The UPA government’s plans to upgrade the infrastructure on the northern borders is way behind schedule and its attempt to modernise the military in deep disarray On the external front Singh’s attempt at balancing China’s power by strong strategic cooperation with the US stalled amidst gnawing self-doubt within the Congress leadership and Delhi’s entrenched fears about playing the great game Modi must now bridge the growing strategic gap with China through both internal and external balancing This must run parallel to a significant expansion of economic cooperation with Beijing at the bilateral and regional levels But can Modi
