(Image: Brand South Africa)Brand South Africa reporterOver five million children across South Africa will benefit from the country’s no-fee schools policy in 2007, the Department of Education said on Wednesday.In total, 5 001 874 learners from 13 856 schools across the country have been listed by the provincial departments as beneficiaries of the policy for the 2007 academic year.This follows Education Minister Naledi Pandor’s recent announcement in Parliament that 40% of the country’s learners would benefit from the policy next year.There are currently 7 800 no-fee schools in the country, benefiting approximately 2.5-million students.The government introduced the no-fee school policy to end the marginalisation of poor learners. This is in line with the country’s Constitution, which stipulates that citizens have the right to basic education regardless of the availability of resources.The policy was introduced early this year as part of the Education Amendment Act, signed into law by President Thabo Mbeki in January.The no-fee policy empowers the minister of education to exempt certain schools from charging fees, based on poverty levels of the area they serve. The government determines which schools qualify to be no-fee schools using data from the Poverty Index supplied by Statistics South Africa.Up to R530 per learner is allocated for each designated school.In addition to this, the department is developing a framework which will allow schools in more affluent areas to receive subsidies if they enrol non-fee learners.Schools are compelled to inform parents of the school fee exemption for poor learners.The province with the highest number of learners not paying fees next year is KwaZulu-Natal, which will have 1 173 503 beneficiaries enrolled at its 3 341 no-fee schools.The Northern Cape – the country’s least densely populated province – will have the lowest number of non-paying learners, with 102 244 children at its 335 no-fee schools.Source: South African Government News Agency.Would you like to use this article in your publication or on your website? NCGA emphasizes RFS importance to the Trump Administration

first_imgShare Facebook Twitter Google + LinkedIn Pinterest The National Corn Growers Association, along with other agricultural organizations, sent a letter to President Trump on Monday, calling on the President to maintain the integrity of the RFS.“We appreciate the President’s support of the RFS since the early days of his campaign,” said NCGA President Kevin Skunes. “Rural America supported President Trump last year, now we need the President to support rural America.  Supporting policy changes that undermine the RFS will hurt farmers, renewable fuel plant workers, and rural America.”The U.S. Department of Agriculture projects 2018 net farm income will decline an additional $4.3 billion this year, a 6.7 percent reduction from 2017 levels. This represents the lowest net farm income, in nominal dollars, since 2006 and is a 50-percent decline in net farm income since 2013.The letter to the President disputes the recent claims made by an East Coast refinery that the RFS is to blame for their recent bankruptcy.  “Mismanagement of a single refinery should not be used as an excuse for undoing ten-years of sound policy,” Skunes added.  “Last November, the EPA concluded RIN values are not causing economic harm to refiners. The failings of one company should not be used to destroy a successful energy policy that serves not only millions of farmers who rely on strong market demand created by the RFS, but the hundreds of ethanol and biodiesel plants and tens of thousands of plant workers. The reality is, most refiners are reporting double-digit profit increases.”“Mr. President, now is not the time to turn your back on rural America. There is plenty of moisture trying to move across the western, central and northern corn belt, but over the next 2 weeks, it seems to fall apart well before it gets here. An upper level high sitting over the SE should continue to steer this action by to our northwest. Here is our updated outlook this morning.Mostly sunny and pleasant today, Temps near normal, and low humidity. Tomorrow we see an increase in clouds, but no significant precipitation potential. That being said, with the increase in moisture in the atmospheric profile, we cant rule out a few sprinkles from US 30 northward…but those are not a big part of our outlook. We are back to partly-mostly sunny skies on Thursday and stay that way through the balance of the week.Over the weekend, we are largely dry over Ohio, but on Saturday we cant rule out scattered showers in the far NW and SE areas. We are talking a few hundredths to .3″ with only 20% coverage, and the rest of the state just sees a mix of clouds and sun. Partly sunny skies expected in all areas Sunday.Next week we are fully dry Monday through Friday. Police warned weeks ago of attack on Amarnath pilgrims, says ‘top secret’ memo

first_imgAs the government on Tuesday blamed separatists for gunning down seven Amarnath pilgrims and wounding 19 more in Kashmir before fleeing into the night, rebel groups in the disputed region condemned the deadly attack on civilians and insisted they had no part in it. An intelligence report that was circulated to Jammu & Kashmir police, military and paramilitary units two weeks ago indicates security officials had been expecting an attack. The intelligence report, marked “top secret,” warned that a “sensational attack by terrorist outfits cannot be ruled out” in the region. The memo, dated June 25, and verified as authentic by The Associated Press, said, “terrorists have been directed to eliminate 100 to 150 pilgrims and about 100 police.” It described circumstances eerily similar to what transpired on Monday night- “The attack may be in the form of standoff fire on yatra convoy, which they (militants) believe will result in flaring of communal tensions throughout the nation.” Also Read  Police were searching for the assailants, who they said were from the Pakistan-based rebel group Lashkar-e-Taiba. “We’re investigating the attack, but we know certainly that the Lashkar has done it. We’ll soon deal with them,” police Inspector General Muneer Ahmed Khan said. Lashkar-e-Taiba denied any involvement in the attack, which they called “reprehensible” and “un-Islamic,” according to a statement sent to local media in Srinagar. “No Kashmiri has ever targeted any pilgrims, and this barbarity and atrocity is the trademark of Indian forces,” the group’s statement said. Omar Abdullah, former Chief Minister of Kashmir, asked the Home Ministry to protect Kashmiri students and workers across the nation. “Possibility of backlash can’t be ignored,” he said in a Twitter message. Most of the pilgrims wounded in the attack were released from hospitals on Tuesday. The bodies of those killed were flown to New Delhi on their way to Gujarat and Maharashtra. The attack sparked outrage across Kashmir and other states. In the Jammu region, hundreds of protesters shouted angry slogans against the militants and burned a faceless effigy meant to represent both terrorism and Pakistan. Many shops and businesses were shut for a protest strike in Jammu. Meanwhile, students in Ahmadabad gathered for a sit-in protest against all religious violence, while peace activists planned a candlelight vigil in New Delhi on Tuesday night. The police also said that the bus had been travelling at night, despite instructions to avoid the roads after dark. Though security had been increased along the route for the pilgrimage, thousands of deployed soldiers and police do not patrol overnight. Several bus passengers who were wounded gave a different version of events, saying the bus had been targeted from three directions during the attack. They said the driver kept driving the bus as it was being struck with bullets near Anantnag . The annual summer pilgrimage to the Amarnath cave shrine, which began on June 29 under heavy security, has been targeted in the past. On Tuesday, thousands of pilgrims continued the pilgrimage undeterred, as soldiers and police increased security along the Himalayan route for buses carrying pilgrims to the base camps where they start walking the path to the high mountain cave. None of the rebel groups in the region have claimed responsibility for the attack, and the three top separatist leaders in Kashmir condemned it. Heat wave may continue in Telangana

first_imgHyderabad, Apr 16 (PTI) Telangana is likely to continue to reel under the heat wave as mercury is expected to remain up to 45 degrees Celsius in most parts of the state in the next two days.”Heat wave conditions (are) very likely to prevail (tomorrow and day after) over most parts in the districts of Adilabad, Nizamabad, Karimanagar, Khammam, Hyderabad, Rangareddy, Medak, Mahabubnagar, Warangal and Nalgonda of Telangana,” an official release from India Meteorology Department (IMD) said.Most places of Telangana are very likely to record maximum temperature between 40 and 45 degrees Celsius, it said.As per the release, the highest maximum temperature of 45 degrees Celsius was recorded at Nizamabad today.Meanwhile, the streets of Hyderabad today wore a deserted look during afternoon with people preferring to stay indoors to escape the sweltering-heat.Heat wave has claimed 35 lives in Telangana so far, prompting the state government to issue alerts in all districts to take precautionary measures to minimise the impact of the prevailing weather conditions, senior official had recently said. ZTE Axon M foldable smartphone with dual 5.2-inch touchscreens launched

first_imgWhile 2017 was all about smartphones with nearly bezel-less displays, 2018 could see a new trend, one where phones could have foldable displays. But ZTE has started things off a bit early, racing past the likes of Samsung to unveil its very own foldable smartphone, called the Axon M, in the US. The smartphone’s biggest highlight is its dual screen that can unfold to make up one giant screen.The new Axon M , isn’t exactly the kind of foldable smartphone one would imagine. There is no foldable OLED display here, like the ones Samsung and Apple are reportedly working on. Instead, the ZTE smartphone is a dual-screen smartphone with a hinge in between, something similar to the Kyocera Echo back in 2011. Essentially, you can fold the phone to have a display on the front and back, or you could open it up and the two 5.2-inch displays will make up one 6.75-inch display that is separated by the hinge.In terms of specifications, the ZTE Axon M sports two 5.2-inch (1080×1920) LCD displays with Gorilla Glass 5 protection. It runs on Android 7.1.2 Nougat and is powered by a 2.15GHz quad-core Snapdragon 821 processor coupled with 4GB of RAM. You get 64GB of internal storage, which is expandable up to 256GB via microSD.Since this is a foldable smartphone, ZTE has incorporated just a single 20-megapixel camera with Sony’s IMX350 sensor, phase detection autofocus, f/1.8 aperture and dual LED flash. The handset features dual speakers and a 3.5mm headphone jack. The dual screen design of the smartphone, however, makes the Axon M pretty thick and heavy at 12.1mm and 230 grams. The handset packs a 3180mAh battery with support for Quick Charge 3.0.advertisementNotably, the Axon M features three modes – Extend, Dual, and Mirror – that can be toggled via the M button in the navigation bar. The Extend mode lets you open an app across both the screens to give you more content at once. The Mirror mode basically shows the same content on two screens, while the Dual mode allows you to open two apps for better multitasking.
