10 June 2014 An intergovernmental agreement to improve international tax compliance was signed by South Africa and the United States on Monday. The agreement, which promotes transparency between South Africa and the US on tax matters, was signed by Finance Minister Nhlanhla Nene and US ambassador to South Africa Patrick Gaspard. It aims to realise the Foreign Account Tax Compliance Act, a US federal law that aims to combat offshore tax evasion by encouraging transparency and obtaining information on accounts held by US citizens in other countries. “South Africa is committed to automatic exchange of information for tax purposes and to make the world a more transparent place from a tax perspective,” Nene said. “This commitment has been expressed through South Africa’s role in both the G20 and the Global Forum on Transparency and Exchange of Information for Tax Purposes.”Collaboration The Act calls for foreign financial institutions to provide the US Internal Revenue Service (IRS) with information about American account holders. Gaspard, who signed the agreement on behalf of the US, said the signing of the agreement was an important step in the collaboration between both countries to combat tax evasion. “When taxpayers overseas avoid paying what they owe, other taxpayers have to bear a disproportionate share of the tax burden. The intergovernmental Agreement to Improve International Tax Compliance and to implement the Act is an important part of the US government’s effort to address that issue.” In July 2012, the US introduced the option of a country entering into an intergovernmental agreement, which would alleviate the need for financial institutions to enter directly into an agreement with the US.Reciprocity The Agreement to Improve International Tax Compliance and to Implement the Foreign Account Tax Compliance Act between the US and South Africa is a reciprocal agreement, which ensures that financial institutions in South Africa will report information about US account holders to the South African Revenue Service (SARS). SARS will in turn relay that information, by means of automatic exchange of information to the US Internal Revenue Service under the Double Taxation Convention in force between the US and South Africa. While the country is infamous for copyright infringement, especially of intellectual property, it too is working to prevent the unfair use of its citizen’s copyrighted works.Bloomberg reported this morning that Google “has agreed to meet demands from a local writers’ group that it stop scanning and uploading books to the company’s online library without authors’ permission.”The company found itself in a Chinese court last month facing allegations of copyright infringement by Chinese author Mian Mian, whose book can still be seen in preview on the Google service.This certainly isn’t the first time Google has run into complaints over its practices with the project. Last month, the company was convicted of violating France’s copyright laws. A Globe and Mail report on Google’s practices stated that over 80% of the French books offered were still under copyright. The company has also faced criticism in Germany over its Google Books service, where today the German minister of Justice warned that the company may be reaching monopoly status, requiring government intervention.The Bloomberg article notes that in China, Google trails behind the search engineBaidu. This is in a country with more Internet users than the entire population of the United States. But is the problem of supposed copyright infringement a public relations issue in a country where the average consumer sees counterfeit products in nearly every storefront window? While we stand on the side of writers getting paid for their work, we’re not sure this issue would really stand in the way of Google gaining popularity in China.

The Eastwood Park Computer Resource Centre has been renovated at a cost of $3.2 million by the Universal Service Fund, formerly Universal Access Fund. The facility, located at the Eastwood Park Road New Testament Church of God in Kingston, has been outfitted with 18 computers, a server and two printers. The Fund has also provided furniture for the centre. Addressing a ceremony to officially open the centre on January 28, Minister of Science, Technology, Energy and Mining, Hon. Phillip Paulwell, welcomed the initiative, noting that he viewed these projects which provide communities with greater access to technology, as critical to the country’s development and creating a knowledge-based society. Host Pastor Rev. Alexander G. Simms, said he is grateful for the refurbishment, emphasizing that it will assist with the educational development of young persons and seniors from the surrounding community. [RELATED: Govt using ICT as a Tool for Development – Paulwell] He pointed out that the church is now able to provide a comfortable facility where homework can be completed, particularly for students who are at Grade 11 in high school and for whom computer access is vital for the completion of projects, such as their School-Based Assessment. “For those older folks who do not have a chance to understand the implications of the new communications technology as they are unable to afford personal computers, we will be able to offer them an opportunity to move into the 21st Century as far as information and communication technologies are concerned,” he said. Meanwhile, Chief Executive Officer (CEO) of the Universal Service Fund, Hugh Cross, commended the church fraternity for their vision, resilience and persistence in ensuring the provision of such a facility for the community. He urged the beneficiaries to take care of the equipment and make use of the facility, and pledged the assistance of the Fund to offset the cost of the monthly internet service. Royale Computers and Accessories, church members and other individuals also contributed to the renovation.
TORONTO – A witness at a murder trial says he sold one of the accused a gun days before a young Toronto woman vanished.Matthew Ward-Jackson says he pleaded guilty to the gun transaction with Dellen Millard that took place in early July 2012.The Crown alleges Millard and Mark Smich killed Laura Babcock because she became the odd woman out in a love triangle with Millard and his girlfriend.The prosecution contends the pair burned her body in a commercial animal incinerator that was later found on Millard’s farm near Waterloo, Ont.Millard, 32, of Toronto, and Smich, 30, of Oakville, Ont., have both pleaded not guilty to first-degree murder in the presumed death of Babcock, 23.Ward-Jackson could not recall many details about the gun sale and was often evasive about the numerous phone calls and text messages with Millard in July 2012.Babcock disappeared on July 3, 2012. No one has heard from her since that summer and her body has not been found.Ward-Jackson, who also goes by his rapper name Ish, told court Wednesday that Millard showed interest in a gun that had come into his possession.He later changed his testimony and said he figured Millard would want a gun because he was a “manly man, interested in cars, girls, maybe firearms.”The Crown walked Ward-Jackson through a series of text messages police recovered from Millard’s phone.One discussed a .32-calibre gun, that Ward-Jackson described in a text to Millard sent at 8:14 p.m. on July 1, 2012, as “a really nice nice compact piece.”“Did you write that text?” asked Crown attorney Jill Cameron.“Me or my butler,” Ward-Jackson said.“You had a butler?” Cameron asked.“Yup. Somebody that I paid to help me manage my life … but I did arrange this deal,” he said.Ward-Jackson said the gun was empty when he arranged the deal with Millard. He said he didn’t provide Millard any ammunition.The Crown asked Ward-Jackson repeatedly if he could recall the numerous calls and text messages that phone records showed — the contents of most were not recovered.“I truthfully don’t recall many of them, this is several years ago and I’ve been incarcerated for four years,” Ward-Jackson said.He told court he was testifying against his will. The Crown continued to press him on the gun deal.“Did you ever ask why he needed a gun?” Cameron asked.“No, it’s none of my business, I have no right to ask him that,” Ward-Jackson said.Court also heard about an agreed statement of fact that a .32-calibre gun was recovered at Millard’s home with his DNA on the handle.The trial continues Thursday.

Everything seemed to come together for Toronto this season, from a mega-efficient offense to a defense that improved to fifth-best in basketball. Add in a career year from DeMar DeRozan and a world-beating second unit, and the result was the top seed in the East — with a 42 percent chance to win the conference, according to CARM-Elo. That number is much higher than the 30 percent chance that CARM-Elo is giving the 76ers, the team our model thinks has the second-best chance of making it to the NBA Finals. And it’s hugely better than the 14 percent we’re giving the three-time defending conference champion Cavaliers. If the regular-season indicators mean anything, Toronto has earned every bit of its favorite status.Betting favorite: Another year, another case of the stats underrating the Cleveland Cavaliers’ chances in the East. Our model struggled to assess the Cavs last season too, and LeBron James’s squad proved the data wrong by tearing through the East with only one loss en route to the NBA Finals. The same scenario is shaping up to happen this season — and Vegas knows it. That’s probably why the Cavs are favored by the markets to win the conference again (albeit as less of a favorite than in the past), despite a regular season that was unimpressive by the standards of a LeBron team. In the battle between skepticism over Cleveland’s inconsistent form and trust that James can will his team to an eighth consecutive NBA Finals,2Including his time with Miami and his second stint in Cleveland. the bettors are still giving LeBron the benefit of the doubt.Dark horse: Although our ratings are higher on the Philadelphia 76ers than the Las Vegas odds are, both predictions think the Sixers are an intriguing pick to contend for the East crown. On the one hand, Philly’s near-total lack of playoff seasoning is a troublesome indicator for the postseason, where experience matters more than we sometimes acknowledge. (A late-season injury to star big man Joel Embiid also complicates matters; Embiid is recovering but probably won’t be ready for Game 1 of Philadelphia’s opening series with the Heat.) But Philadelphia is loaded with talent, from Embiid down low to likely rookie of the year Ben Simmons at the point and No. 1 overall pick Markelle Fultz, who on Wednesday became the youngest player to post a triple-double. The Sixers are also playing at something close to peak form going into the playoffs, having won 16 straight games to close out the regular season. According to the Elias Sports Bureau, that’s the longest winning streak ever for a team entering the playoffs, and it’s one big reason why both our model and the Vegas odds list Philly as the only East team other than Cleveland or Toronto with a double-digit probability of winning the conference title.Best first-round series: The East doesn’t have as many quality first-round duels as the West, but the Celtics and Bucks should be an interesting matchup. Boston lost its star player, Kyrie Irving, with just a week to go before the playoffs. The Celtics have home-court advantage and enough supporting talent to win a postseason series without Irving, but the onus will be on Jayson Tatum, Jaylen Brown and Terry Rozier to cap off their breakout seasons with great playoff performances. On the Milwaukee side, the Bucks have largely underachieved this season, although they’ve been slightly better after firing Jason Kidd in January. They also have the best individual player in the series by far, according to Basketball-Reference.com’s Value Over Replacement Player, in Giannis Antetokounmpo. The Greek Freak had an MVP-type season this year, and he possesses the skills to potentially take over a series all by himself. Specifically, CARM-Elo gives soon-to-be MVP James Harden and friends a 57 percent chance of making their first NBA Finals appearance this summer. Incredulous? Fine, but doubt Houston at your own peril. Remember that this season’s Rockets team shares many of the same characteristics with the Warriors back when Golden State was first making the climb toward transcendence. Teams that produce all-time great seasons like Houston has this season tend to win NBA titles at a tremendously high rate. Nothing in the regular-season numbers suggests that the Rockets should be anything other than solid favorites to take the conference — if not more.Betting favorite: There is a huge disparity between the chance our model gives the Golden State Warriors of winning the championship and what the betting markets say. CARM-Elo gives the defending NBA champs only an 8 percent chance of winning the West, tied to the team’s relatively unexceptional 58-win campaign that ended with Steph Curry injured and Steve Kerr calling his team out over a series of listless final-month losses. And yet, Golden State remains the betting market’s Western Conference co-favorite (alongside the Rockets), with an implied 44 percent chance of going to the NBA Finals for a fourth-straight season. Similar to the situation with the Cavaliers, the Warriors’ strong odds can be attributed to disagreement over how much we should read into a talented team’s regular-season struggles. The oddsmakers are clearly putting a lot more weight on Golden State’s track record than what we’ve seen on the court in 2017-18 — and considering how well we know the Warriors are capable of playing, that’s probably a good call.Dark horse: The West is so crazy that we could highlight a few teams here, but the Utah Jazz stand out in particular. According to CARM-Elo, they rank as the NBA’s third-best team going into the playoffs — trailing only the Rockets and Raptors — even after making our adjustment for playoff experience (of which the Jazz have very little). Utah put itself in a bit of an unfortunate position by losing to Portland on the final day of the regular season, which dropped the Jazz from the No. 3 seed down to No. 5. As a result, Utah lost home-court advantage in the first round, and the formidable Thunder were locked in as its first-round opponent. (It also set them up for a potential second-round collision course with the Rockets.) Even so, our model lists the Jazz as tied with OKC for the second-best chances of winning the West, and they could prove a dangerous opponent for the top seeds if they make it out of the first round.Best first-round series: CARM-Elo says the closest matchup of the first round is the aforementioned clash between the Thunder and Jazz. Oklahoma City is a slim favorite at 52 percent, by virtue of having home-court advantage. But these teams are very evenly matched: Both posted 48-34 records, and only 5 points of CARM-Elo separate their ratings. This one might be a referendum of sorts on the importance of playoff seasoning — the Jazz are the least-experienced team in the postseason field, while the Thunder rank fourth-highest behind only the Cavaliers, Warriors and Spurs. That edge might be enough to push OKC over the top, although whoever wins the prize likely has a date with the Rockets in the next round. L&T Infotech, the sixth largest Indian IT services company in terms of export revenues, is coming up with an initial public offering (IPO) of 1.75 crore shares. The public issue opens on July 11 and the price band is yet to be announced. Larsen & Toubro holds about 95 percent of the equity share capital in 20-year-old L&T Infotech.The proceeds of the public issue won’t go to the company since it is an offer for sale by Larsen & Toubro. The share price of Larsen & Toubro, the parent company L&T Infotech, was trading at Rs. 1,482.20, up 0.62 percent at around 1.48 p.m. on the BSE.The objective of the public issue is to “enhance” the brand name of the company and “provide liquidity” to shareholders, according to the L&T Infotech prospectus filed with the capital markets regulator, the Securities and Exchange Board of India (Sebi).Things to know about the L&T Infotech public offerThe face value of the shares being offered is Re 1 each.The shares will be listed on the BSE and the NSE.The company does not own the “L&T” trademark or logo. “We do not own the “L&T” trademark and logo. Our Trademark License Agreement may be terminated 38 under certain circumstances,” said the draft prospectus of the company.The company is in an industry whose size is about $145 billion in revenues (2014-15), according to industry body Nasscom.In 2014, the body ranked L&T Infotech as the sixth largest Indian IT services company in terms of export revenues.The company earned a net profit of Rs. 769 crore on consolidated total income of Rs. 5,069 crore in 2014-15.The company had about 19,500 employees as of March 31, 2015.The book running lead managers to the offer are Citigroup Global Markets India, Kotak Mahindra Capital Company, Barclays Bank PLC and ICICI Securities.
